About the Organisation
The South West Aboriginal Land and Sea Council (SWALSC) is the native title representative body of the Noongar people and is located in Cannington (WA). SWALSC works with members to progress resolution of the Noongar native title claims, while also advancing and strengthening Noongar culture, language, heritage and society.
SWALSC closely engages with the community on a variety of projects and has extensive experience in natural resource management through the Caring for Country programs where it has worked in close cooperation with catchment councils and community groups.
About the Opportunity
Reporting to the Land Unit Manager, the successful candidate will be responsible for developing policy and outcomes for the joint management of cultural lands with the Department of Environment and Conservation (DEC), ensuring that Noongar rights are incorporated into the blueprints for the region.  Additionally, you'll be developing land access protocols for the Noongar estate and establishing lands committees in each of the proposed Noongar regional corporations.
SWALSC are looking for a candidate with extensive experience in the development and management of projects, and with knowledge of sound governance arrangements. You'll have a proven background in policy formulation, ensuring that positive outcomes are achieved.  Importantly, you'll have an in-depth knowledge of the south west Noongar community and have demonstrated experience in the management of issues related to cultural land.
You'll be participating in strategic forums and advocating for Indigenous land management and interests as well as liaising with stakeholders from all levels. It is essential that you have highly developed communication and presentation skills. This position will involve extensive travel throughout south west of WA so it is essential that you have a current driver's licence.
Candidates with experience building and maintaining relationships with Indigenous stakeholders will be highly regarded.

About the Opportunity
Reporting to the Director of Operations, the successful candidate will be responsible for managing the process of transferring land into the Noongar estate, including the management of related community consultations and technical land and property assessments.  Additionally, you'll be negotiating with the Department of Environment and Conservation (DEC) to establish an effective joint management system between the Noongar community and DEC.

You'll assist with the establishment of Land Units and land consultative arrangements within each of the six proposed Noongar regional corporations, and will enjoy working with and assisting claimant groups and Indigenous communities in relation to identifying community aspirations with regard to land.

Some of your more specific duties will include:

Overseeing the development of the Land Asset Register to help manage the Noongar land estate by tracking recurrent costs, leases and maintenance requirements;
Implementing a suitable Geographic Information System (GIS) to support the land asset register; 
Collecting and recording data and information for the purpose of accountability, evaluation and reporting requirements;
Taking overall responsibility for the service delivery of the Land Unit, taking into consideration staffing and budgeting constraints;
Developing the capacity of the Land Unit with an emphasis on training, recruitment and career development;
Making recommendations regarding the most appropriate and sustainable use of each property based on expert advice; and
Creating relevant Land Management policies, including provisions for dealing with Expressions of Interest relating to proposals to utilise land for social, cultural and economic purposes.

The ideal candidate will hold relevant tertiary qualifications, and have experience in the development and management of Land Management and NRM programs. You'll have a solid understanding regarding Lands administration systems such as titles and forms of title.

Importantly, you'll have excellent communication, interpersonal and managerial skills, allowing you to engage constructively with the Noongar community regarding land and property assets, as well as liaising effectively with government and corporate stakeholders.  To ensure your success, it is essential that you have a strong policy development skills and an understanding of sound governance principles, with a background in strategic and operational planning.

Strong computer literacy skills, particularly in regard to the Microsoft Office suite are also required for this role as is a current C class driver's licence and the flexibility to travel extensively.
