About SWALSC
The South West Aboriginal Land and Sea Council (SWALSC) is a native title representative body which works in the interests of the Noongar People.
The Noongar People come from the south west of Western Australia. There are approximately 30,000 Noongars living in the south west, which makes them one of the largest Indigenous groups in Australia. SWALSC’s main role is working with Noongar People to facilitate their native title claims to determination. This includes providing legal representation and support, undertaking significant research and anthropological studies, as well as coordinating family claimant and other meetings.
SWALSC also works to strengthen Noongar, culture, heritage and society by close engagement with the community on a wide variety of projects and initiatives. SWALSC has extensive experience in natural resource management projects through the Caring for Country programs where it worked in close cooperation with catchment councils and community groups.
SWALSC is a member focused organisation and currently has over 2,000 members. Membership is open to all Noongar people over the age of 18. If you are Noongar, please go to our membership page and save or print-off a membership form, and post it back to SWALSC. It is free to join.
How SWALSC Works
SWALSC is a member focused organisation with membership open to all Noongar people aged 18 years and over. Members form the basis for the organisation's operations.
The Board of Directors help manage the overall annual budget and broad policy matters. The Board appoints the Chief Executive Officer, who manages the organisation on a day-to-day basis. The CEO reports directly to the Board. The Board is not involved in staffing matters or the day-to-day running of SWASLC.

Glen Kelly is the CEO of SWALSC. Glen is a Noongar man and brings to SWALSC 14 years' of experience in Indigenous Affairs, much of it in Native Title and Indigenous land related issues. Glen has held a number of senior positions in Indigenous organisations, both as a manager and as an advocate of Indigenous interests, as well as positions within government agencies. Glen sits on a number of high level committees and statutory authorities at a State and Commonwealth level that relate to Indigenous land interests.
Glen is a keen advocate of Noongar interests, and in his role as the CEO he seeks to ensure that SWALSC is able to provide an efficient and effective service to Noongar people and their native title claims.
The Chief Executive Officer is appointed by the Board and acts in accordance with the policies determined by the Board. He attends the Board meetings and provides regular reports in reference to the operations of the organisation.
